Terms of Reference

The secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) located in Bonn, Germany, is servicing the intergovernmental process to address climate change. It supports the implementation of the Convention and its Kyoto Protocol by a range of activities, including through substantive and organizational support to meetings of Governments. In this context, its staff organizes annual world conferences.

Accordingly, the UNFCCC wishes to set up a temporary structure that shall be used as a temporary Plenary for larger meetings organized by the secretariat. Vendors interested in being short-listed for the UNFCCC solicitation documents are requested to submit a written Expression of Interest (EOI), referencing ITB 2013/309, to the contact stated below no later than the designated closing date.

Description of Requirement:

A temporary structure is required to be erected in the grounds adjacent to a venue (still to be confirmed) in Bonn, Germany for the purpose of hosting a second plenary during larger meetings in March and June 2014.

The temporary structure should meet the following criteria:

Dimensions: The temporary structure should be set-up out of 3 parts, creating one big area with approx. 1,275 sqm (30 x 20m, 25 x 15m and 20 x 15m with a height of 8m).

The temporary structure should be equipped with a raised floor system, insulated wall panels, integrated rain water system and a aluminium space-frame covered with PVC walls. The construction should have a clear span, pillow free, in a 5m grid. This roof structure should have the possibility for hanging loads for rigging, AV and lighting. A sufficient Air conditioning system needs to be installed, to guarantee a room temperature of 24 ºC. The entrance should be equipped with glass doors.
The inside should be covered with nettle curtains, sufficient audience light with a switch near to the main entrance and the floor with anthracite carpet.

A rain and wind covered walkway needs to be built to connect the temporary structure and the side entrance of the venue, the dimensions are approximately 8,50 x 5m, height 4,70m. To assure movements on the fire department access road, it shouldn’t contain proper walls.

Detailed specifications will be provided as part of the Invitation to Bid, which will be issued after the closing date of this request for EOI.

The EOI should include a description of the company profile and details of relevant experience. However, such description shall be limited to 1-2 pages length. Please do not include copies of certifications at this stage. EOIs that do not contain the information requested for evaluation by UNFCCC may be rejected.

The UNFCCC Procurement and General Services Unit considers a vendor’s qualifications and experience in the particular commodity/service area, and previous performance, when preparing a list of invitees. Thus submitting an EOI does not automatically guarantee a vendor will be considered for receipt of the solicitation when issued.
