Terms of Reference

1. The United Nations Office at Geneva (UNOG) seeks Expressions of Interest (EOI) for a solicitation it intends to issue for the required services or goods described below.

2. Vendors interested in fulfilling the above requirements must be registered with UNOG and may wish to visit "UNOG Vendor Registration Process" for full registration information in order to be eligible to participate in any solicitation.

3. Required services or goods are the following:
Production of short videos to celebrate the achievement of the Hyogo Framework for Action

    1. Description of Requirement

    In the last 2005 World Conference on Disaster Risk Reduction, high level representatives from 168 countries met in Kobe, Japan and adopted a ten year plan of action: the Hyogo Framework for Action (HFA) to make nations and communities more resilient against disasters. The ten year plan is now coming to an end and nations and communities are currently negotiating a post-2015 Framework for Disaster Risk Reduction (HFA2) that will address the main challenges posed by natural hazards in the next 20 to 30 years. To celebrate the ten year achievements of the HFA1 and the many benefits it had on people and their communities, the UNISDR is looking for a TV Production company to:

    Produce ten short videos (3 to 5 minutes) on ten significant examples of HFA achievements that 1) will be presented at the Third World Conference on Disaster Risk Reduction in Sendai, Japan in March 2015 and 2) serve as promotional videos to launch the 2015 Global Assessment Report.

    Produce two additional PSAs or promotional videos for:

      1. The 2015 United Nations Sasakawa Award for Disaster Risk Reduction, one of three prestigious prizes established in 1986 by founding Chairman of the Nippon Foundation, Mr. Ryoichi Sasakawa and administered by UNISDR. It is awarded to an individual or institutions that have taken active efforts in reducing disaster risk in their communities and advocates for disaster risk reduction.

      2. The 2014 United Nations International Day for Disaster Reduction (IDDR) on the theme of disaster risk reduction and the elderly. IDDR is aimed at creating increased awareness on disaster risk reduction worldwide and to continue working toward achieving safer and more resilient communities. This is a yearly event held on October 13th.

    2. Tasks and responsibilities
      1. Produce 10 short video, 3 minute long, featuring prominent HFA achievements reflecting the 5 HFA priorities in 10 different countries ( Asia (2), Africa(2), Europe (2), South America (2), USA/Australia or Pacific (2)) in 4 UN languages: English, French, Spanish and Arabic based on a brief delivered by the UNISDR communication team

      2. Produce two additional PSA or promotional videos to promote the Sasakawa award and the 2014 International Day for Disaster Risk Reduction

    3. Tangible and measurable outputs of the work assignment

Ten HFA videos and 2 PSA produced according to professional and broadcasting standards in 4 UN Languages

4. Specific information (if any) (e.g.: pre-evaluation or pre-requisite criteria, certification, etc.):

The company should have the following qualifications:

    1. Have excellent records and substantive experience in video production
    2. Have access to archive and footage from professional TV outlets as UNISDR will not provide any
    3. Some knowledge of disaster risk reduction or similar field
    4. Excellent senior professional team ( the training is expected to be lead by experienced qualified professionals) with advanced university degree preferably in communications, journalism, international or public relations
    5. Familiarity with United Nations agencies and at least one or two similar projects done with the UN
    6. Fluency in written and spoken English.
    7. Excellent professionalism and ability to produce professional quality products
    8. Be dynamic, creative and original
    9. Experience in multi cultural-environment
    10. Have access to TV air time
