Further to resolution 2254 (2015) of the Security Council, unanimously adopted on 18 December 2015, United Nations Special Envoy for Syria, Mr. Staffan de Mistura, has intensified efforts towards convening representatives of the Syrian Government and the broadest possible spectrum of the Syrian opposition and others to engage in a political process leading towards implementation of the objectives and principles for a political solution to the Syrian conflict as contained in the Geneva Communique of 30 June 2012, and the Vienna Statements of 30 October and 14 November 2015.
In line with the clear parameters outlined in Security Council resolution 2254 (2015), the Special Envoy intends to complete his consultations in early January, with a view to initiating intra-Syrian talks on a target date of 25 January 2016 in Geneva. He counts on full cooperation of all the relevant Syrian parties in this process. Continuing developments on the ground should not be allowed to derail it. The Special Envoy also relies on the continued crucial support of the International Syria Support Group.
The people of Syria have suffered enough. Their tragedy is now felt throughout the region and beyond. They deserve the full attention and commitment from all their Syrian representatives, who should now show leadership and vision to overcome differences for the sake of Syria.

Statement attributable to the Spokesperson of the United Nations Special Envoy for Syria
The United Nations Special Envoy for Syria, Mr. Staffan de Mistura, met today in Beirut with the Deputy Foreign Minister of Arab African Affairs of the Islamic Republic of Iran, Mr. Hussain Amir Abdullahian. The meeting was an opportunity to analyse the evolving situation with a key regional player and to discuss efforts in follow-up to the Security Council Presidential Statement supporting the recent United Nations initiative to operationalize the Geneva Communique.
Mr. de Mistura elaborated in particular on the usefulness of the Working Groups aimed at facilitating the political solution to the ongoing Syrian conflict.
The Special Envoy will proceed from Beirut to Brussels where he will continue his consultations with European Union officials and relevant Member States.

التقى مبعوث الأمم المتحدة الخاص لسوريا السيد ستيفان دي ميستورا اليوم في بيروت مع نائب وزير الخارجية الإيراني للشؤون العربية الافريقية حسين أمير عبد اللهيان. كان اللقاء فرصة لتبادل وجهات النظر مع دولة إقليمية مهمة، حول الوضع العام في المنطقة، ومتابعة البيان الرئاسي الصادر عن مجلس الأمن لدعم مبادرة الأمم المتحدة الأخيرة لتفعيل بيان جنيف.
كما تطرّأ السيّد دي مستورا على وجه الخصوص إلى فائدة مجموعات العمل التي تهدف إلى تسهيل إيجاد حل سياسي في الصراع السوري المستمر.
وينطلق المبعوث الخاص من بيروت الى بروكسل حيث انه سيواصل مشاوراته مع المسؤولين في الاتحاد الأوروبي والدول الأعضاء ذات الصلة.

The United Nations Special Envoy for Syria Staffan de Mistura ended his visit to New York, where he discussed the findings from the initial phase of the Geneva Consultations on the operationalization of the Geneva Communique with the Secretary-General and his senior advisers at United Nations Headquarters.
Mr. de Mistura will be continuing his consultations with Member States, including in the region.
The Special Envoy intends to finalize by the end of July his proposals to the Secretary-General on a way forward to support Syrian parties in their search of a political solution to the conflict, in preparation for a briefing to the Security Council.

Within the framework of the Geneva Consultations, Deputy Special Envoy for Syria Ramzy Ezzeldin Ramzy met today with representatives of the Syrian Feminist Lobby, Ms. Lama Kannout and Ms. Salma Jalkhi. They briefed Mr. Ramzy on the overall situation on the ground and the state of women’s rights. They also shared perspectives for a political solution and ways to ensure women’s participation in these process. Mr. Ramzy emphasized the important role that can and should be played by women in any conflict resolution efforts in Syria. He commended their tireless and positive efforts amidst the deteriorating situation on the ground.

On 29 May, he met with a delegation of civil society organizations from the United States working on the Syrian crisis. He said afterward that listening to civil society organizations — especially those who work on advocacy and the medical doctors who put their lives at risk every day to save the victims of chemical attacks or shelling — was yet another reminder of the daily realities of the Syrian civilians who pay the highest toll of this conflict. He said it was also an opportunity to reflect on the aspirations of the diaspora. The Special Envoy also met with delegations of European countries, namely Belgium, Czech Republic, Denmark, Finland, Germany, Greece, Italy, Netherlands, Norway, Sweden and Switzerland.

On 28 May, he met with Dr. Aref Dalila, who shared his views on the situation in Syria and the evolution of the ongoing conflict. They also discussed ways to support Syrian sides in launching a political process. Mr. de Mistura also met with a delegation of elected Security Council members (Chile, Jordan, Lithuania, Malaysia, New Zealand, Nigeria, Spain, Venezuela). They discussed the ongoing political efforts and possible role of the United Nations.

On 27 May, in the framework of the Geneva Consultations, the United Nations Special Envoy for Syria met with a delegation from the Islamic Republic of Iran, led by Mr. Mohsen Naziri Asl, Permanent Representative to the United Nations in Geneva. Ambassador Asl shared the views of his government regarding the Syrian crisis. Separately, Mr. de Mistura also met with a delegation from the United Arab Emirates, led by Mr. Fares Al Mazrouei, Assistant Foreign Minister for Security and Military Affairs. Mr. Al Mazrouei shared his Government’s perspectives on the Syrian conflict. At the end of the consultations on 27 May, Mr. de Mistura stressed the importance of the contribution of the regional countries to a political solution to the Syrian conflict. He also underscored an urgent need to find ways to end the bloodshed in Syria. In this respect, the Special Envoy reiterated his support to humanitarian pauses in fighting as called for by the World Food Programme (WFP), so farmers in Syria can safely harvest and transport crops in the coming weeks within the country to reach all Syrians in need.

The UN Spokesperson told reporters on 12 May that Special Envoy for Syria, Staffan de Mistura, held consultations with the Chairman of the National Coordination Committee for Democratic Change (NCC), Hassan Abdel Azim, as well as with the Chairman of the Building the Syrian State political party, Louay Hussain. At the conclusion of these consultations, Mr. de Mistura stressed that it was critical to reach out to Syrian political actors. “No one more than the Syrians themselves recognize the urgency of bringing the conflict to an end”, he stated. As part of ongoing consultations, the Special Envoy met over the past week with delegations from Saudi Arabia, Turkey and France as well as with former Special Envoy Kofi Annan. Mr. de Mistura also met with various Syrians, including representatives of civil society and religious leaders to hear further views and perspectives on ways to resolve the conflict.
