Meeting in Vienna, on October 30, 2015, China, Egypt, the EU, France, Germany, Iran, Iraq, Italy, Jordan, Lebanon, Oman, Qatar, Russia, Saudi Arabia, Turkey, United Arab Emirates, the United Kingdom, the United Nations, and the United States [“the participants”] came together to discuss the grave situation in Syria and how to bring about an end to the violence as soon as possible.
The participants had a frank and constructive discussion, covering major issues. While substantial differences remain among the participants, they reached a mutual understanding on the following:
1) Syria’s unity, independence, territorial integrity, and secular character are fundamental.
2) State institutions will remain intact.
3) The rights of all Syrians, regardless of ethnicity or religious denomination, must be protected.
4) It is imperative to accelerate all diplomatic efforts to end the war.
5) Humanitarian access will be ensured throughout the territory of Syria, and the participants will increase support for internally displaced persons, refugees, and their host countries.
6) Da'esh, and other terrorist groups, as designated by the U.N. Security Council, and further, as agreed by the participants, must be defeated.
7) Pursuant to the 2012 Geneva Communique and U.N. Security Council Resolution 2118, the participants invited the U.N. to convene representatives of the Government of Syria and the Syrian opposition for a political process leading to credible, inclusive, non-sectarian governance, followed by a new constitution and elections. These elections must be administered under U.N. supervision to the satisfaction of the governance and to the highest international standards of transparency and accountability, free and fair, with all Syrians, including the diaspora, eligible to participate.
8) This political process will be Syrian led and Syrian owned, and the Syrian people will decide the future of Syria.
9) The participants together with the United Nations will explore modalities for, and implementation of, a nationwide ceasefire to be initiated on a date certain and in parallel with this renewed political process.
The participants will spend the coming days working to narrow remaining areas of disagreement, and build on areas of agreement. Ministers will reconvene within two weeks to continue these discussions.

Statement Attributable to the Spokesperson of the Special Envoy for Syria
The United Nations Special Envoy for Syria Staffan de Mistura expressed his utmost condemnation of yesterday's air raids on a market place in the town of Duma. According to preliminary reports, this attack claimed scores of lives and injured significant numbers. The number of lives lost is still being determined.
“The Government's bombing of Duma yesterday is devastating. Attacks on civilian areas with aerial indiscriminate bombs, such as vacuum bombs, are prohibited under international law. Hitting crowded civilian markets killing almost one hundred of its own citizens by a government is unacceptable in any circumstances,” Mr. de Mistura said.
The attack of yesterday come on the heels of the indiscriminate shelling of Damascus last week by armed opposition groups and the cutting of water supplies, all measures which affect civilians and are also unacceptable.
This latest attack is yet another illustration of the brutality of the ongoing conflict.
"Humanitarian access must be allowed unconditionally and the killing must stop. This conflict will have no military solution, as has been proven over the recent years,” Mr. de Mistura said.
The Special Envoy calls on all Syrian parties to urgently cease all acts of violence and start dialogue towards a political solution to this crisis.

أعرب مبعوث الأمم المتحدة الخاص لسوريا ستيفان دي ميستورا عن إدانته البالغة للغارات الجوية أمس على السوق في بلدة دوما. وفقا للتقارير الأولية، أدّى هذا الهجوم الى سقوط عشرات القتلى وجرح أعداد كبيرة. لا يزال يجري تحديد عدد الخسائر في الأرواح.
"إنّ قصف الحكومة لدوما أمس أمرٌ مدمر. كما أنّ الهجمات على المناطق المدنية بقنابل عشوائيّة جوية، مثل القنابل الفراغية، أمرٌ محظور بموجب القانون الدولي. كما أنّ ضرب الأسواق المدنية المزدحمة، الذي أسفر عن مقتل ما يقرب من مائة من مواطنيها، من قبل الحكومة أمر غير مقبول في أي ظرف من الظروف،" قال السيّد دي مستورا.
هجمات أمس تأتي في أعقاب القصف العشوائي على دمشق الاسبوع الماضي من قبل جماعات المعارضة المسلحة وقطع إمدادات المياه، وجميعها تدابير تؤثر على المدنيين وهو أمر غير مقبول.
هذه الهجمات الاخيرة هي مثال آخر على وحشية الصراع الدائر.
"يجب السماح بوصول المساعدات الإنسانية دون قيد أو شرط ويجب أن يُتوقّف القتل. لن يكون لهذا الصراع حل عسكري، كما ثبت خلال السنوات الأخيرة،" قال السيّد دي مستورا.
يدعو المبعوث الخاص جميع الأطراف السورية إلى الكف على وجه السرعة عن جميع أعمال العنف وبدء الحوار من أجل التوصل إلى حل سياسي لهذه الأزمة.

UN Special Envoy for Syria Staffan de Mistura visited Damascus today, with the main purpose of discussing with Deputy Prime Minister and Foreign Minister Mr Walid Mouallem and Deputy Foreign Minister Mr Faisal Mekdad the preliminary findings of the Geneva Consultations and the preparations for the Security Council debate on Syria on 29 July in New York. The meeting was focused on how to maintain a momentum on the search for a political solution to the long-lasting Syrian conflict.
The Special Envoy, having concluded his regional tour, is now planning to return to New York for briefing the Secretary-General and, based on this, prepare for a discussion at the Security Council on the Syrian conflict.

بعد أن اختتم جولته الإقليمية، يعتزم المبعوث الخاص على العودة إلى نيويورك لإطلاع الأمين العام، والتحضير للمناقشة في مجلس الأمن بشأن الصراع السوري بناءا على نتائج جولته.

Special Envoy Staffan de Mistura visited Ankara today where he met with the Undersecretary of The Ministry of Foreign Affairs of Turkey, Ambassador Feridun Hadi Sinirlioğlu.
Mr. de Mistura conveyed his appreciation for the substantial effort by Turkey in welcoming and hosting a large number of Syrian refugees.
The Special Envoy also stressed the importance of the contribution of the regional countries to a political solution to the Syrian conflict. He also underscored an urgent need to find ways to end the bloodshed in Syria.
In this respect, Mr. de Mistura will continue his consultations in the region in the coming few days.

زار المبعوث الخاص ستيفان دي ميستورا أنقرة اليوم حيث التقى مع وكيل وزارة الشؤون الخارجية في تركيا، السفير فريدون هادي سينيرليوغلو.
نقل السيد دي مستورا عن تقديره للجهد كبير الذي تبذله تركيا في الترحيب واستضافة عدد كبير من اللاجئين السوريين.
وشدد المبعوث الخاص أيضا على أهمية مساهمة دول المنطقة لإيجاد حل سياسي للصراع السوري. كما أكّد أيضا على الحاجة الملحة لإيجاد سبل من أجل إنهاء اراقة الدماء في سوريا.
في هذا الصدد، سيواصل السيد دي مستورا مشاوراته في المنطقة خلال الايام القليلة المقبلة.

Within the framework of the Geneva Consultations, Special Envoy Staffan de Mistura met today with a delegation of the Syrian National Coalition of Revolutionary and Opposition Forces led by Coalition President Khaled Khoja. Mr. Khoja and other members of the delegation briefed on the latest efforts of the Coalition and the situation in and around Syria. They also discussed perspectives for a political solution to the Syrian conflict.
In the coming days, Special Envoy de Mistura intends to travel to New York to report to the Secretary-General on his findings from the initial phase of the Geneva Consultations. He will undertake further meetings in New York and regional and international capitals with a view to prepare for the planned Security Council meeting at the end of July.
في إطار مشاورات جنيف، التقى المبعوث الخاص ستيفان دي مستورا اليوم مع وفد من الائتلاف الوطني السوري لقوى الثورة والمعارضة التي يقودها رئيس الائتلاف خالد خوجة. أطلع السيد خوجة وأعضاء آخرين من الوفد السيّد دي مستورا على آخر الجهود التي يبذلها التحالف والوضع في سوريا وحولها. كما ناقشا آفاق التوصل إلى حل سياسي للصراع السوري.
في الأيام المقبلة، يعتزم المبعوث الخاص دي مستورا السفر إلى نيويورك ليقدم تقريرا إلى الأمين العام عن النتائج التي توصل إليها من خلال المرحلة الأولى من المشاورات في جنيف. وقال انه سوف يجري المزيد من الاجتماعات في نيويورك والعواصم الإقليمية والدولية بهدف التحضير لاجتماع مجلس الأمن المزمع عقده في نهاية يوليو.

Within the framework of the Geneva Consultations, Special Envoy Staffan de Mistura met with leaders of the Syrian tribes yesterday. They briefed Mr. de Mistura on their assessments of the situation on the ground and concerns of their respective communities. They also discussed perspectives for a political solution to the Syrian conflict.
Today, Deputy Special Envoy for Syria Ramzy Ezzeldin Ramzy met with Ms. Rajaa Altalli and Mr. Renas Sino of the Centre for Civil Society and Democracy in Syria. They briefed Mr. Ramzy on the escalating conflict and deteriorating situation on the ground as well as on the work of the Centre. They also shared their perspectives for a political solution in Syria and for ways civil society organizations could contribute to efforts for ending the Syrian conflict.
في إطار مشاورات جنيف، التقى المبعوث الخاص أمس ستيفان دي مستورا مع زعماء القبائل السورية الذين أطلعوا السيد دي مستورا على تقييمهم للوضع على الأرض واهتمامات مجتمعاتهم. كما ناقش الطرفان آفاق التوصل إلى حل سياسي للصراع السوري.
أمّا اليوم، فالتقى نائب المبعوث الخاص لسورية رمزي عز الدين رمزي مع السيدة رجاء التلّي والسيد ريناس سينو من مركز المجتمع المدني والديمقراطية في سوريا اللذين اطلعا السيد رمزي على حالة الصراع المتصاعد وتدهور الوضع على الارض فضلا عن أعمال المركز. كما تقاسم الطرفان وجهات النظر حول حل سياسي في سوريا والسبل التي يمكن لمنظمات المجتمع المدني أن تساهم فيها من أجل إنهاء النزاع السوري.

Within the framework of the Geneva Consultations, Deputy Special Envoy for Syria Ramzy Ezzeldin Ramzy met today with representatives of the Syrian civil society, including Mr. Zedoun Al Zoubi and Mr. Tawfik Chamaa of the Union of Syrian Medical Relief Organizations. They briefed Mr. Ramzy on the escalating armed conflict and deteriorating situation on the ground, including the dire conditions of medical facilities, as well as on the work of Syrian civil society organizations. They also shared perspectives for a political solution and discussed ways how the civil society could contribute to efforts in reaching a political solution to the Syrian conflict.

They briefed Mr. Ramzy on the overall situation on the ground as well as on the situation in the area of human rights in Syria. In the framework of the Geneva Consultations, the United Nations Special Envoy for Syria, Mr. Staffan de Mistura, met today with Patriarch Ignatius Aphrem II, Patriarch of Antioch and All the East and Supreme Head of the Universal Syrian Orthodox Church, who presented his views about the peaceful future of Syria and its various communities.
“It is very important that the voices of the religious leaders and their communities be heard and taken into account as we search for peace in Syria. Their representatives have an essential to role play in promoting peacemaking and reconciliation in the Syria of tomorrow", Mr de Mistura said after the meeting.

On 28 May, he met with Dr. Aref Dalila, who shared his views on the situation in Syria and the evolution of the ongoing conflict. They also discussed ways to support Syrian sides in launching a political process. Mr. de Mistura also met with a delegation of elected Security Council members (Chile, Jordan, Lithuania, Malaysia, New Zealand, Nigeria, Spain, Venezuela). They discussed the ongoing political efforts and possible role of the United Nations.

On 22 May, the Special Envoy met with the Islamic scholar Muhammad Al Habash and Hind Kabawat and Asma Kftarou from a civil society organization called ‘Tastaqil
. He also received a delegation from the Kurdish National Council, with whom he shared views on ways to end the conflict, with due respect for Syrian diversity while maintaining the sovereignty and territorial integrity of Syria. He also met with Najla Riachi Assaker, the Permanent Representative of Lebanon to the UN in Geneva, and discussed ways to support Syria in launching a political process, as well as the urgent need to alleviate the humanitarian suffering and its impact on the neighbouring countries. Mr. de Mistura also received with deep sadness news of the kidnapping of a priest, Father Jacques Mourad, on 21 May in Homs, describing the “grave act” as being unfortunately not the first of its kind and “one of the sad consequences” of the raging conflict.
