In line with the need to reach out all components of the Syrian political landscape, Special Envoy Staffan de Mistura met in Geneva today with a delegation from the Syrian Opposition Coalition led by Dr. Khaled Khoja.

Mr. de Mistura heard Dr. Khoja’s views and perspectives on ways to resolve the ongoing conflict in Syria.

The Special Envoy will continue to meet with various Syrian stakeholders, including the government and other opposition representatives, in order to ensure Syrian participation and ownership in the process leading to a political solution of the conflict.

“The Syrian people must be involved in the settlement of the conflict,” Mr. de Mistura said.
"What is currently important is the momentum of what was achieved in Vienna,” he said. Everyone agrees that there is an urgency to have a common understanding on how to end this war, this conflict," the Special Envoy said.

Mr. de Mistura will brief the Security Council early next week on the way forward after having held talks in Damascus, Moscow and Washington.

The U.N. Special Envoy for Syria, Mr. Staffan de Mistura, met today in Geneva with His Highness Prince Karim, Aga Khan. Mr. de Mistura and His Highness Prince Aga Khan discussed recent political developments and the humanitarian situation in Syria. They also reviewed ideas for future rehabilitation and recovery.

Mr. de Mistura will brief the Security Council next week on the way forward, following the Vienna recent meeting and after holding talks in Damascus, Moscow and Washington.

30 October - Vienna Communique on Syria

Meeting in Vienna, on October 30, 2015, China, Egypt, the EU, France, Germany, Iran, Iraq, Italy, Jordan, Lebanon, Oman, Qatar, Russia, Saudi Arabia, Turkey, United Arab Emirates, the United Kingdom, the United Nations, and the United States [“the participants”] came together to discuss the grave situation in Syria and how to bring about an end to the violence as soon as possible.

The participants had a frank and constructive discussion, covering major issues. While substantial differences remain among the participants, they reached a mutual understanding on the following:

1) Syria’s unity, independence, territorial integrity, and secular character are fundamental.

2) State institutions will remain intact.

3) The rights of all Syrians, regardless of ethnicity or religious denomination, must be protected.

4) It is imperative to accelerate all diplomatic efforts to end the war.

5) Humanitarian access will be ensured throughout the territory of Syria, and the participants will increase support for internally displaced persons, refugees, and their host countries.

6) Da'esh, and other terrorist groups, as designated by the U.N. Security Council, and further, as agreed by the participants, must be defeated.

7) Pursuant to the 2012 Geneva Communique and U.N. Security Council Resolution 2118, the participants invited the U.N. to convene representatives of the Government of Syria and the Syrian opposition for a political process leading to credible, inclusive, non-sectarian governance, followed by a new constitution and elections. These elections must be administered under U.N. supervision to the satisfaction of the governance and to the highest international standards of transparency and accountability, free and fair, with all Syrians, including the diaspora, eligible to participate.

8) This political process will be Syrian led and Syrian owned, and the Syrian people will decide the future of Syria.

9) The participants together with the United Nations will explore modalities for, and implementation of, a nationwide ceasefire to be initiated on a date certain and in parallel with this renewed political process.

The participants will spend the coming days working to narrow remaining areas of disagreement, and build on areas of agreement. Ministers will reconvene within two weeks to continue these discussions.

Special Envoy Staffan de Mistura visited today the Hashemite Kingdom of Jordan, where he met with Deputy Prime Minister and Minister of Foreign Affairs and Expatriate Affairs Mr. Nasser Judeh. Mr. de Mistura very much appreciated Minister Judeh’s deep knowledge and analysis of the regional situation, particularly as Jordan is providing hospitality to a substantial number of Syrian refugees and is therefore heavily affected by the situation in Syria.

Mr. de Mistura also met Syrian opposition figures who were present in Jordan.

At the end of today’s meetings, Mr. de Mistura reaffirmed the resolve of the Secretary-General of the United Nations to spare no efforts to support the people of Syria in their yearning for peace and change. He stressed that both regional and international powers can do much more to end the raging conflict in Syria.

Mr. de Mistura will continue his consultations with Member States in the region in the coming few days.

FIVE WEEKS INTO THE GENEVA CONSULTATIONS

Special Envoy de Mistura is continuing meetings with a broad spectrum of Syrian, regional and international interlocutors within the framework of the Geneva Consultations. Since 5 May 2015, Mr. de Mistura and Deputy Special Envoy Ramzy have met so far with representatives of the Syrian Government, the Syrian opposition Coalition and 39 Syrian political and civil society groups. They have also held 26 meetings with representatives of concerned Member States from the Security Council and the region, as well as regional organizations. This process is expected to continue into July 2015.

Mr. de Mistura reiterates his sincere hope and belief that guns will fall silent one day. It is inevitable, as has been seen in other conflicts. The sooner they fall silent, the more lives will be saved. It is the responsibility of all Syrian, regional and international actors to try to bring that day forward and to make every effort to protect civilians under any circumstances and at all times. This is particularly relevant to the unacceptable use of barrel bombs. Mr. de Mistura stresses that there is a general consensus that there cannot be a military solution to the Syrian tragedy. The use of force will only create further suffering, destruction and grievances. An inclusive and Syrian-led and owned political solution is urgently needed. Only such a solution can address the aspirations of the Syrian people and end the conflict in a sustainable manner.

The Geneva Consultations remain a rolling process of separate and informal meetings aimed at operationalizing the Geneva Communique of 30 June 2012. In the coming weeks, the Special Envoy intends to brief the Secretary-General on his findings from this process. Special Envoy de Mistura hopes to be in a position to present to the Secretary-General views on ways to help the Syrian parties reach a political solution, as per the Geneva Communique, to end the unacceptable bloodletting in their country, which has led to countless deaths and injuries, and destruction of cities, towns and villages.

In the framework of the Geneva consultations, U.N. Special Envoy for Syria Mr. Staffan de Mistura met today with a delegation from The Day After Association, led by Mr. Murhaf Joueijati, and a delegation from the Cordoba Working Group, led by Mr. Mohamed Ahmed Barmou.

Both delegations shared with the U.N. Special Envoy their perspectives for a political solution in Syria and discussed the worsening situation on the ground.

At the end of his meetings, Mr. de Mistura reiterated his strong conviction that only a political solution can address the root causes of the ongoing conflict in a sustainable manner and bring it to an end.

Within the framework of the ongoing Geneva Consultations, Deputy Special Envoy Ramzy Ezzeldine Ramzy met today in Geneva with representatives of the Union of Syriac Women and the International Committee of the Red Cross (ICRC), who briefed on the situation in Syria. They discussed ways to support people in Syria in their daily humanitarian needs. Mr. Ramzy also discussed with the representatives of the Union of Syriac Women perspectives on a political solution to the Syrian conflict which could meet the needs of diverse components, which make up integral parts of the Syrian society.
 
At the end of today's meetings, Mr. Ramzy stressed that, "all should put their differences aside to ensure that aid reaches all those in need, but ultimately only a political solution would allow to address the deepening humanitarian crisis in a sustainable manner." While highlighting the urgent need for a political solution to the Syrian conflict, he added that, "it is critical that women organizations are included in any political process, fully participate in it and contribute to it".4 June

On 1 June 2015, the Special Envoy for Syria met with a delegation from the Kingdom of Bahrain, led by Mr. Yusuf Abdulkarim Bucheeri, Permanent Representative to the United Nations, who shared his government’s views on a political solution to the conflict in Syria and the ongoing developments on the ground. “This four-year brutal conflict has proven that no one will ever win through military means,” Mr. de Mistura said at the end of his meeting.

On 27 May, in the framework of the Geneva Consultations, the United Nations Special Envoy for Syria met with a delegation from the Islamic Republic of Iran, led by Mr. Mohsen Naziri Asl, Permanent Representative to the United Nations in Geneva. Ambassador Asl shared the views of his government regarding the Syrian crisis. Separately, Mr. de Mistura also met with a delegation from the United Arab Emirates, led by Mr. Fares Al Mazrouei, Assistant Foreign Minister for Security and Military Affairs. Mr. Al Mazrouei shared his Government’s perspectives on the Syrian conflict. At the end of the consultations on 27 May, Mr. de Mistura stressed the importance of the contribution of the regional countries to a political solution to the Syrian conflict. He also underscored an urgent need to find ways to end the bloodshed in Syria. In this respect, the Special Envoy reiterated his support to humanitarian pauses in fighting as called for by the World Food Programme (WFP), so farmers in Syria can safely harvest and transport crops in the coming weeks within the country to reach all Syrians in need.

On 24 May, Mr. de Mistura met with a delegation of the Assyrian Democratic Organization, and the Syrian Turkmen Council. He shared views with them on a political solution in Syria and the ongoing conflict on the ground. "Today I heard again about the importance of preserving Syria's social fabric and taking into account the diverse views from all corners of the country," Mr. de Mistura said. He stressed that "the United Nations will continue supporting efforts towards an all-inclusive Syrian-led political process."

On 22 May, the Special Envoy met with the Islamic scholar Muhammad Al Habash and Hind Kabawat and Asma Kftarou from a civil society organization called ‘Tastaqil. He also received a delegation from the Kurdish National Council, with whom he shared views on ways to end the conflict, with due respect for Syrian diversity while maintaining the sovereignty and territorial integrity of Syria. He also met with Najla Riachi Assaker, the Permanent Representative of Lebanon to the UN in Geneva, and discussed ways to support Syria in launching a political process, as well as the urgent need to alleviate the humanitarian suffering and its impact on the neighbouring countries. Mr. de Mistura also received with deep sadness news of the kidnapping of a priest, Father Jacques Mourad, on 21 May in Homs, describing the “grave act” as being unfortunately not the first of its kind and “one of the sad consequences” of the raging conflict.

The UN Spokesperson told reporters on 12 May that Special Envoy for Syria, Staffan de Mistura, held consultations with the Chairman of the National Coordination Committee for Democratic Change (NCC), Hassan Abdel Azim, as well as with the Chairman of the Building the Syrian State political party, Louay Hussain. At the conclusion of these consultations, Mr. de Mistura stressed that it was critical to reach out to Syrian political actors. “No one more than the Syrians themselves recognize the urgency of bringing the conflict to an end”, he stated. As part of ongoing consultations, the Special Envoy met over the past week with delegations from Saudi Arabia, Turkey and France as well as with former Special Envoy Kofi Annan. Mr. de Mistura also met with various Syrians, including representatives of civil society and religious leaders to hear further views and perspectives on ways to resolve the conflict.
