The BWC Meeting of States Parties in December 2015 approved the nomination of the Eastern European Group of Ambassador Dr. György Molnár of Hungary as President of the Eighth Review Conference and Chairman of the Preparatory Committee.

Activities by the President-Designate

On 17 October, Ambassador Molnár delivered a statement to the First Committee (Cluster 2, Other Weapons of Mass Destruction) of the 71st Session of the UN General Assembly in New York. In the first part of his intervention he read out a joint statement by the Foreign Ministers of Hungary, the Russian Federation, the United Kingdom and the United States on the Review Conference. Afterwards Ambassador Molnár introduced the UNGA draft resolution on the BWC.







From 21 to 23 September, Ambassador Molnár participated in a Wilton Park Conference titled 'Preparing for the BTWC Review Conference' in the UK. The event was organized by the UK Foreign & Commonwealth Office, in association with the UK Ministry of Defence, the Ministry of Foreign Affairs of the Netherlands and the Federal Foreign Office, Germany. Ambassador Molnár made the opening remarks at the conference.

From 13 to 14 September, Ambassador Molnár participated in a regional workshop on preparations for the Review Conference in Addis Ababa, Ethiopia. The workshop was hosted by the African Union for BWC States Parties from Africa and was the last in a series of four such workshops funded by the European Union under its Council Decision 2016/51 (CFSP) in support of the BWC. Ambassador Molnar made opening and closing remarks and a presentation on the universalization on the Convention at the meeting.

From 8 to 9 September, Ambassador Molnár participated in the Biosecurity Working Group of the G7 Global Partnership in Tokyo, Japan. Ambassador Molnár briefed on the recently-concluded Preparatory Committee and on preparations for the Review Conference itself in November.

From 5 to 7 September, Ambassador Molnár participated in an international workshop 'The Eighth BWC Review Conference: Promoting BWC Implementation, Enhancing Global Biosecurity Governance' in Wuxi, China. The event was co-organized by the Government of China, the Government of Canada and the BWC Implementation Support Unit and brought together 63 participants from 32 States Parties, three international/regional organizations, and three non-governmental organizations/academic institutions. Ambassador Molnár made the keynote address at the opening of the workshop.




From 29 to 30 August, Ambassador Molnár participated in a regional workshop on preparations for the Review Conference in New Delhi, India. The workshop was hosted by the Government of India for BWC States Parties from South and Southeast Asia and was the third in a series of four workshops funded by the European Union under its Council Decision 2016/51 (CFSP) in support of the BWC. Ambassador Molnar made opening and closing remarks and a presentation on the universalization on the Convention at the meeting. Ambassador Molnár had also a bilateral meeting on the margins of the workshop with Mr. KIM Won-soo, High Representatives for Disarmament Affairs.

From 20 to 22 August, Ambassador Molnár participated in a regional workshop on preparations for the Review Conference in Brasilia, Brazil. The workshop was hosted by the Government of Brazil for BWC States Parties from Latin America and was the second in a series of four workshops funded by the European Union under its Council Decision 2016/51 (CFSP) in support of the BWC. Ambassador Molnar made opening and closing remarks and a presentation on the universalization on the Convention at the meeting.

On 15 to 16 June, Ambassador Molnár participated in a regional workshop on preparations for the Review Conference in Astana, Kazakhstan. The workshop was hosted by the Government of Kazakhstan for BWC States Parties from Eastern Europe and Central Asia and was the first in a series of four such workshops to be funded by the European Union under its Council Decision 2016/51 (CFSP) in support of the BWC. Ambassador Molnar made opening and closing remarks and a presentation on the universalization on the Convention at the meeting.

On 1 June, Ambassador Molnár, met with United Nations Secretary-General Ban Ki-moon. Ambassador Molnár briefed the Secretary-General on the status of the BWC and on preparations for the Review Conference which will take place in Geneva in November. Ambassador Molnár also invited the Secretary-General to attend the opening of the Review Conference.

On 9 May, Ambassador Molnár, addressed the Twelfth Annual NATO Conference on WMD Arms Control, Disarmament, and Non-Proliferation in Ljubljana, Slovenia.

On 27 February,
remarks on the BWC by Ambassador Molnár, were distributed at a roundtable organized by Parliamentarians for Global Action in Kathmandu, Nepal. In his remarks, Ambassador Molnár encouraged Nepal to ratify the BWC and said: "I am encouraged to learn that over recent years Nepal has made great strides towards joining the Convention, and I am especially pleased that the Cabinet has recently referred the BWC to the Constituent Assembly."

On 14 to 15 January, Ambassador Molnár participated in a meeting of the Biological Security Sub-Working Group of the G7 Global Partnership in Tokyo, Japan. He gave an update on the state of play concerning the Eighth Review Conference and the preparatory process leading up to it. Ambassador Molnár also had a bilateral meeting with senior Japanese officials.
