JIU ELECTS CHAIR AND VICE-CHAIR AND APPROVES ITS PROGRAMME OF WORK FOR 2019

The Winter Session of the Joint Inspection Unit (JIU) was held in December 2018. During the Session, the Unit finalized its 2018 annual report and its programme of work for 2019. Topics selected for its programme of work included six system-wide reviews, and two reviews of management and administration in selected organizations. The annual report of the Unit and its programme of work will be presented to the United Nations General Assembly at its first resumed 73rd session in March 2019.

The JIU Inspectors elected Inspector Sukai Prom-Jackson as Chair and Inspector Petru Dumitriu as Vice-Chair for 2019.

Inspector Prom-Jackson (Ph.D.) joined the Unit in 2013. She has led 5 system-wide reviews and co-authored 3 reports and notes. Inspector Prom-Jackson played the lead coordinating role for the JIU in the development and implementation of the Policy for Independent System-wide Evaluation of Operational Activities for Development of the United Nations System, notably by holding roles of the Chair of the Interim Coordination Mechanism and Chair of the Evaluation Management Group for the evaluation of United Nations System contribution to national capacities for statistics. Prior to joining the Unit, she held senior level positions at the UNDP Independent Evaluation Office (8 years), the World Bank policy, operations, evaluation and learning and leadership departments (15 years), the United States (USA) Office of Educations Research and Improvement, and other major research and evaluation and education institutions and universities in the USA and Gambia.
Inspector Dumitriu (Ph.D.) joined the JIU in 2016. He earned his doctorate with a thesis on the United Nations. He has published extensively on various United Nations topics, including a book on United Nations reforms. He is a former member of the United Nations Committee on Contributions (2001-2009). During his diplomatic career he served as representative of his country in various governing bodies of United Nations organizations (UNICEF, UNESCO) and in the Bureaus of several General Assembly subsidiary bodies, including as the Rapporteur of the World Summit on the Information Society (2003). He was also Ambassador and Permanent Observer of the Council of Europe to the United Nations in Geneva. As Director and Director-General in the Ministry of Foreign Affairs of Romania (1998-2001, 2006-2010) he acted as national coordinator on behalf of the government in relation to the United Nations country team (UNDP, UNICEF, UNFPA, UNHCR, WHO and IOM). In 2017, he received for JIU the Knowledge Management Award following the publication of his report on knowledge management in the United Nations system.

The Joint Inspection Unit is the only independent external oversight body of the United Nations system mandated to conduct system-wide evaluations, inspections and investigations. It seeks to ensure the optimum use of available resources by the United Nations system, and to enhance the efficiency of its administrative and financial functioning.
