Terms of Reference

The United Nations Security and Safety Service (UNSSS) is operating
radio-frequency identification (RFID) based access control system at all entry Gates of the Vienna International Centre (VIC) covering both pedestrians and vehicular traffic. The security procedure requires that all staff and visitors registered by UNSSS Pass Office shall have an RFID based access card (hereinafter referred to as “RFID card” or “card”) to gain access into the VIC.

The Procurement Section of the United Nations Office at Vienna (UNOV PS), on the behalf of UNSSS is interested to establish a contract for the provision of RFID cards, including delivery service to UNOV Receiving Area (Vienna, Austria), with the initial contractual period of two years, and with option to extend for three additional one year periods subject to funds availability, needs for cards, and contractors’ performance. The estimated required amount is 35,000 cards per year.

Please note that this is not an invitation for submission of a proposal. This is a request for Expressions of Interest (EOI) in order to identify qualified vendors interested in participating in the solicitation.

Interested vendors must provide the completed Vendor Response Form (attached below). UNOV will examine this EOI and reserves the right to select the invitees for competitive bidding. Accordingly, an expression of interest does not automatically warrant an interested vendor's participation in the competitive bidding exercise.

UNOV reserves the right to change or cancel any of this requirement at any time during the EOI and/or solicitation process.
