The Joint Inspection Unit (JIU), the only independent external oversight body of the United Nations system, held the second part of its annual Winter Session on 15 and 16 January 2013. The first part of the Session was held in December 2012.

The Unit welcomed five new inspectors who joined JIU on 1 January 2013.  Mr. Gopinathan ACHAMKULANGARE (India); Mr. George BARTSIOTAS (United States); Mr. Jean Wesley CAZEAU (Haiti); Ms. Sukai PROM-JACKSON (Gambia) and Mr. Gennady TARASOV (Russian Federation) started their mandates as inspectors following their appointment by the United Nations General Assembly last year. They will serve a five-year term expiring on 31 December 2017.  The new inspectors had a courtesy meeting with the Director-General of the United Nations Office in Geneva Mr. Kassym-Jomart Tokayev, on 9 January.

New Chair and Vice-Chair elected for 2013

The Inspectors  elected Inspector Mr. István POSTA (Hungary) as Chair and Inspector Mr. Cihan TERZI (Turkey) as Vice-Chair for the year 2013.

Mr. István POSTA has been an inspector since 2006. He has conducted a number of reports on different aspects of human resource management, as well as on issues concerning the administrative and financial operation of United Nations organizations. Recently, he conducted the mandated review on the management and administration of the World Health Organization (WHO). Over the last 30 years, Mr. Posta has dealt with a wide range of international issues. His diplomatic experience includes assignments as Permanent Representative of Hungary to the United Nations Office and other international organizations in Vienna, and as Deputy Permanent Representative of Hungary to the United Nations in New York.

Mr. Cihan TERZI has been with the Unit since 2006 and has conducted a number of reviews on procurement, budget and human resources issues. He is a former inspector and head of department in the Ministry of Finance of Turkey, and a certified public accountant. He holds a Master of Business Administration from the University of Illinois.

At the Winter Session, the inspectors approved the Unit’s Programme of Work for 2013, focusing on system-wide issues of relevance to the United Nations system.

New inspectors joining the Unit

Mr. Gopinathan ACHAMKULANGARE served as Ambassador and Permanent Representative of India to the United Nations Office and other international organizations in Geneva since January 2009 for three years, following  his appointment as Ambassador of India to Egypt (November 2005 to January 2009). His diplomatic career began in 1977, when he first joined the Ministry of External Affairs in New Delhi.

Mr. George BARTSIOTAS has 30 years of experience in management and senior executive positions in the public sector in the USA and in international organizations. He became member of the US Senior Foreign Service in 1994; and has served in management positions at the US State Department, and as counselor in Embassy Vienna, Bratislava, Prague, and Sarajevo. He was Director of Oversight at the OSCE, Auditor General Ad Interim in PAHO, and auditing consultant to UNFPA. He has expertise in a wide range of oversight work, including audit and investigation, inspections, management reviews and evaluations.

Mr. Jean Wesley CAZEAU was since October 2005 the Deputy Permanent Representative and most recently the Ambassador and Permanent Representative of Haiti to the United Nations, New York. Prior to that, he held a variety of positions in academia, the private sector and the non-profit sector in Port-au-Prince, Haiti’s capital.

Dr. Sukai PROM-JACKSON has extensive professional experience in the management and conduct of research, measurement and evaluation as well as in policy formulation, strategic planning, programme/project design and implementation.  Her work experience includes 8 years at the United Nations Development Programme (UNDP), 15 years at the World Bank, and over 5 years in government and private sector organizations and academia. 

Mr. Gennady TARASOV is a high-level Russian diplomat with more than 40 years of experience in international affairs, including a number of United Nations-related and senior executive assignments with a special focus on the Middle East. He has vast experience of political issues as well as in administration, management, resource planning and oversight. He has participated in many international conferences, round tables and seminars, and taken part in inspection activities with respect to Russian embassies and missions.
