High-level representatives of the Council of Europe, the Organization for Security and Cooperation in Europe and the United Nations met on 12-13 February 2004 at the Hofburg Conference Centre in Vienna for their annual consultations under the chairmanship of the Organization for Security and Cooperation in Europe.

The main theme of the High-level meeting which took place on Friday 13 February was on "Addressing Threats to Security and Stability in the 21st Century and Cooperation in the Field". The High-level meeting was preceded by a target-oriented meeting on 12 February on " Activities of, and Co-operation Between Partner International Organizations in the Southern Caucasus".
