High-level representatives of the Council of Europe, the Organization for Security and Cooperation in Europe and the United Nations met on 13-14 February 2003 at the Palais des Nations in Geneva for their annual consultations under the chairmanship of the Director-General of the United Nations Office at Geneva, Under-Secretary-General Mr. Sergei A. Ordzhonikidze.

The central theme of the High-level meeting on Friday, 14 February was "Cooperation on the Fight Against Terrorism". The High-level meeting was preceded by a target-oriented meeting on 13 February on " Trafficking in Human Beings".
