Progress in obtaining universal adherence to the Convention
The Seventh Review Conference in 2011 agreed "that a concerted effort by States Parties is needed to persuade states not party to join the Convention". States Parties decided to:
- Promote universalization of the Convention through bilateral contacts with states not party
- Promote universalization through regional and multilateral fora and activities
- Report, as appropriate, on their activities at annual meetings of States Parties
- Provide the Implementation Support Unit (ISU) with relevant information on activities related to the promotion of universalization of the Convention

The Seventh Review Conference also agreed that the Chair of Meetings of States Parties would coordinate universalization efforts, and that the ISU would support these activities.
