Meeting of Experts (12-16 August 2013)

The 2013 Meeting of Experts was held in the Palais des Nations from 12 to 16 August 2013. The meeting opened at 10:00 on Monday 12 August in Room XIX and closed at 12.40 on Friday 16 August.

The Meeting of Experts was chaired by Ms. Judit Körömi of Hungary. In accordance with the decision of the Seventh Review Conference, the Meeting of Experts considered three standing agenda items (cooperation and assistance, with a particular focus on strengthening cooperation and assistance under Article X; review of developments in the field of science and technology related to the Convention; and strengthening national implementation), as well as the biennial item of how to enable fuller participation in the Confidence-building Measures (CBMs).

Registration for the Meeting of Experts is now open. All those wishing to attend the meeting must be properly registered. The registration procedure differs for States Parties, signatories, states not party, international organizations and NGOs. Please follow the steps in the appropriate category below. All registration letters, notes verbales, forms, and any other correspondence or enquiries should be addressed to the Implementation Support Unit.

To avoid delays, please register no later than Monday 5 August 2013.

Security identification badges are required for entry into the Palais des Nations. Staff of permanent missions and international organizations in Geneva already have badges, but others will need to complete and submit the online registration form so that a badge can be issued for the duration of the meeting. (If you have trouble using the online registration form, you can download and print out a paper form here.)

Badges can be collected from the Pass and Identification Unit at the Pregny Gate of the Palais (see map) from 8 am on Monday 12 August 2013. When you come to collect your badge, please bring photo identification (such as a passport) and a copy of your completed registration form.


States Parties

Please note that formal credentials are not required for the meeting.

To register, your permanent mission should send a letter or note verbale to the Implementation Support Unit stating that your country will participate in the conference. Please clearly indicate the head of the delegation, list the names and titles of the members of your delegation as you would like them to appear in the official list of participants, and note the gender of the delegates. Please also complete an online registration form for each member of the delegation who will require a security badge (that is, members of the delegation who are not staff of your permanent mission in Geneva).

Signatories

Observer States

States which are neither parties nor signatories to the BWC may apply to participate in the conference as observers. Your permanent mission should write to the Implementation Support Unit stating your country's wish to apply for observer status. Please clearly indicate the head of the delegation, list the names and titles of the members of your delegation as you would like them to appear in the official list of participants, and note the gender of the delegates. Please also complete an online registration form for each member of the delegation who will require a security badge (that is, members of the delegation who are not staff of your permanent mission in Geneva).

Observer status is granted by the decision of the conference. The conference will consider and decide on all requests for observer status during its opening session.

International Organizations

International intergovernmental organizations may apply to participate in the meeting as observer agencies. Please write to the Implementation Support Unit stating your organization's wish to apply for observer agency status, and listing the names and titles of the members of your delegation as you would like them to appear in the official list of participants. Please clearly indicate the head of delegation. Please also complete an online registration form for any member of the delegation who will require a security badge.

Observer agency status is granted by the decision of the conference. The conference will consider and decide on all requests for observer agency status during its opening session.

Non-Governmental Organizations and Academic Institutions

NGOs and academic institutions may register to attend public sessions of the meeting. Please write to the Implementation Support Unit on the official letterhead of your organization, stating your organization's intention to attend and listing the names and titles of the representatives who will attend. Additional Information for NGO Participants will also be available. Please also complete an online registration form for each representative.

Please note that NGOs may only attend public sessions of the meeting.
