Taking Forward Multilateral Nuclear Disarmament Negotiations in 2013



The General Assembly of the United Nations established by resolution A/RES/67/56 an Open-ended Working Group to develop proposals to take forward multilateral nuclear disarmament negotiations for the achievement and maintenance of a world without nuclear weapons. The group met in Geneva in 2013 between March and August with the active contribution of international organizations and the civil society, as follows:

1. The organizational meeting of the open-ended working group took place on 14 March 2013 in the Palais des nations, United Nations Office at Geneva.

The following materials were circulated for consideration by the organizational meeting of the Group:

The group elected by acclamation Ambassador Manuel Dengo of Costa Rica as Chairperson of the Open-ended working group and agreed on the applicable rules of procedure and the modalities for the participation of civil society in the proceedings of the group.

2. The first set of substantive meetings of the open-ended working group were during the weeks of 14 and 20 May 2013.

Based on his informal consultations, the Chairperson circulated a letter, dated 23 April 2013, suggesting ideas and topics to be addressed by the Open-ended working group.

3. The second substantive meting of the open-ended working group was held on 27 June 2013. In his letter, dated 20 June 2013, the Chairperson indicated that the main goal of the June meeting of the group would be to collect proposals and ideas on taking forward multilateral nuclear disarmament negotiations that would serve as a basis for the consultations in the Group during its last meetings in 19-30 August 2013.

In particular, the Chairperson indicated his intention to prepare and table a listing of ideas, recommendations, conclusions and proposals drawn from the presentations, statements and interventions made during the 14-24 May meetings of the group. This listing will be made under his own responsibility and initiative in order to assist all delegations in their preparations for the meetings in August.

The Chairperson also reiterated his invitation to all delegations to consider preparing and submitting papers containing their views, ideas and proposals on taking forward multilateral nuclear disarmament negotiations.

4, The third set of substantive meetings of the open-ended working group were held from 19 to 30 August 2013. On the last day, the Group adopted the following report on its work which was submitted to the to the General Assembly at its sixty-eighth session, and was also transmitted to the Conference on Disarmament and the Disarmament Commission:
