The Third Review Conference of the High Contracting Parties to the Convention was held from 7 to 17 November 2006, preceded by the Eighth Annual Conference of the States Parties to Amended Protocol II, at the Palais des Nations, United Nations Office at Geneva (UNOG). A special plenary meeting of the Conference to mark the entry into force of CCW Protocol V on Explosive Remnants of War took place on Monday,13 November 2006.

Le mot du Président


La troisième Conférence d’examen va s’ouvrir le 7 novembre prochain, aboutissement d’un processus de préparation qui s’est étalé sur toute cette année.

Parmi les sujets à l’ordre du jour de cette conférence qui revêtent une importance particulière, figurent : l’universalisation de la convention et de ses protocoles, l’accord sur un mécanisme destiné à assurer un meilleur respect de la convention et de ses protocoles et la mise au point d’un programme de co-parrainage. Ce sera l’occasion de procéder à un examen de fond du régime de la CCW, de manière rétrospective, tout en formulant des propositions pour en améliorer l’efficacité à l’avenir.

Mais, compte tenu de la spécificité du régime créé par la Convention de 1980 sur certaines armes classiques, la conférence a également pour tâche de poursuivre et d’achever le travail sur la négociation, l’adoption et l’entrée en vigueur de protocoles nouveaux.

A ce titre, nous allons enregistrer un succès important cette année avec l’entrée en vigueur d’un nouveau protocole, le Protocole V, dont la négociation s’est achevée à la fin de l’année 2003 sous l’impulsion du coordinateur de l’époque, l’ambassadeur des Pays-Bas Chris Sanders. Ce protocole sur les restes explosifs de guerre sera entré en vigueur le 13 novembre prochain, au moment de la conférence d’examen. Il s’agit d’une réussite notable qui devrait permettre d’améliorer l’efficacité des efforts menés par la communauté internationale dans sa lutte pour dépolluer les terres contaminées par ces restes explosifs de guerre.

Par ailleurs, nous poursuivrons l’examen des autres aspects du mandat de la Conférence sur les restes explosifs de guerre. L’ambassadeur de la Lituanie Edvardas Borisovas assure la préparation de la Conférence en tant que coordonnateur sur ces sujets.

Nous travaillerons enfin sur la question des mines autres que les mines anti-personnel, parfois appelées « mines anti-véhicule ». Un projet de protocole a été proposé sur ce sujet l’an dernier par le coordonnateur de l’époque, l’ambassadeur de Finlande Markku Reimaa et les travaux sont aujourd’hui coordonnés par son successeur, l’ambassadeur du Brésil Carlos Antonio Da Rocha Paranhos.

A nos travaux sont associés très étroitement l’ambassadeur de Croatie Gordan Markotic qui présidait l’an dernier la réunion des Etats parties de la CCW et qui a accepté de piloter cette année le travail sur les questions du respect de la convention en tant qu’ami de la Présidence, ainsi que le Secrétariat de la Conférence assuré par le Département des affaires de désarmement des Nations Unies, conduit par Peter Kolarov. Nous sommes également aidés par les experts militaires présidés, pour les restes explosifs de guerre, par Mme Vera Bohle du Centre international de déminage humanitaire de Genève et par le Général Menandro (Brésil).

En tant que Président, mon espoir est de voir la Conférence aboutir à un résultat aussi riche que possible en terme de substance. Je souhaite préserver, au-delà de la Conférence, la solidarité et l’amitié qui prévalent déjà au sein de l’équipe que je viens de vous présenter. C’est l’une des conditions du succès.

Je forme aussi le vœu que cette Conférence d’examen, au fonctionnement de laquelle les organisations non-gouvernementales sont traditionnellement très étroitement associées, soit un lieu d’accueil et de débat où toutes les sensibilités et préoccupations - et pas seulement celles des Etats - puissent s’exprimer et être entendues.

N’hésitez pas à nous faire part de vos idées et suggestions pour faire de cette Conférence un événement qui serve au mieux les intérêts de la communauté internationale.
