According to the rules of procedure
, relevant international organisations or institutions and regional organisations may attend and participate as “Observers” at the Meetings of States parties.
In practice this has included the: UNHCR, UNDP, UNICEF, WHO, WFP, OCHA, FAO, OHCHR, ASEAN, SAARC, GCC, AU, SADC, Pacific Islands Forum, OSCE, NATO, EC, OAS, Organisation Internationale de la Francophonie, the Commonwealth, the World Bank and regional development banks, the International Committee of the Red Cross, the International Federation of the Red Cross and Red Crescent Societies, the Sovereign Order of Malta, the International Campaign to Ban Landmines, and the Geneva International Centre for Humanitarian Demining.
Each relevant organisation, including UNHCR, UNDP, UNICEF, WHO, WFP, regional organisations, the ICRC, the International Federation of the Red Cross and Red Crescent Societies, the Sovereign Order of Malta, the ICBL, and the GICHD must designate a head of delegation and such other representatives, alternate representatives and advisers as may be required. The names of these individuals should be notified at the following address:

: When the Meeting of States parties is taking place in Geneva, a Conference Registration Form
must be completed for each delegate not based in Geneva
and forwarded to the Executive Secretary of the Meeting at the address above. On the basis of the Conference Registration Form the Pass and Identification Unit, UNOG Safety and Security Section
, will issue security identification badges granting access to the UN premises at Geneva.
