JOINT ACTION 2009-2011 / PROJECT III - CBM Submission Assistance
The EU BWC Joint Action helped States Parties to prepare and submit confidence-building measures (CBM) declarations and to raise overall awareness of the importance of this trust-building instrument.

Assistance to prepare first CBM declarations or to overcome difficulties
- expert assistance to help States Parties to prepare their first CBM declarations, guidance on submission of full and regular declarations, if CBMs have already been submitted in the past, consisting of meetings with national stakeholders involved in the CBM process and provision of guidance on data collection, inter-institutional coordination, and filling out of the forms (organized in Madagascar, Philippines, and The former Yugoslav Republic of Macedonia)
Support for establishment of National Points of Contact
- support to designate a national point of contact, in accordance with the conclusions of the Sixth Review Conference
Awareness-raising among national stakeholders
- information for national stakeholders from governmental institutions about their role in the CBM process (organized in Azerbaijan, Colombia, Uganda)
The EU BWC Joint Action initiated and funded publication of
the
Guide to Participation in the Confidence-Building Measures of the BWC, a
user-friendly tool to help States Parties prepare their annual CBM declarations. The
Guide was officially released on 8 December 2009 during the
2009 Meeting of States Parties, in English and translations to the other official languages of the United Nations became available in December 2011.
The "Guide to Participating in the Confidence-building Measures of the Biological Weapons Convention" is now available in:

Regional Workshop for Latin America and the Caribbean on National Implementation, CBMs, and the Seventh Review Conference of the BWC, Lima, Peru, 9-11 November 2011. One day was devoted to discussing regional experiences in submitting the CBM, as well as the proposals for CBM forms amendments.

Workshop on Preparing CBM Declarations, Geneva, Switzerland,
26 August 2010. The workshop took place as a side event to the
2010 Meeting of Experts. Its aim was to contribute to the promotion of openness and transparency of the BWC by encouraging States Parties to submit regular and full CBM declarations. Participating States Parties shared information on their national processes collecting data, coordinating among data-submitting institutions, and on filling out individual forms.
