National Reporting Under Protocol V

The First Conference decided to establish a database on Protocol V, pursuant to Article 10 (2) (b), consisting of the initial National Reports, annual or immediate updates of the national reports, and/or summary cover pages , if applicable, on matters pertaining to the implementation of Protocol V.

Scope and Content of National Reports

The National Reports and their annual updating shall cover the following issues, if applicable:

a. Steps taken to implement Article 3 of the Protocol: Clearance, removal or destruction of ERW;

b. Steps taken to implement Article 4 of the Protocol: Recording, retaining and transmission of information;

c. Steps taken to implement Article 5 of the Protocol: Other precautions for the protection of the civilian population, individual civilians and civilian objects from the risks and effects of ERW;

d. Steps taken to implement Article 6 of the Protocol: Provisions for the protection of humanitarian missions and organizations from the effects of ERW;

e. Steps taken to implement Article 7 of the Protocol: Assistance with respect to existing ERW;

f. Steps taken to implement Article 8 of the Protocol: Co-operation and assistance;

f (a). Steps taken by States which have ERW victims to implement the relevant provisions of Article 8(2): Victim Assistance

g. Steps taken to implement Article 9 of the Protocol: Generic preventive measures;

h. Steps taken to implement Article 11 of the Protocol: Compliance;

i. Other relevant matters.

Deadline for Submission

Initial national reports shall be submitted 180 days after the entry into force of the Protocol for the High Contracting Party.

The deadline for submission of annual updates of the National Reports and/or summary cover pages is 31 March of every year.

Form of Submission

National Reports and updates of the national reports shall be submitted in one of the authentic languages of the Convention (Arabic, Chinese, English, French, Russian, and Spanish), if possible in electronic form. Unofficial translation of the reports or updates may also be provided.

National Annual Reporting Forms

At the Eighth Conference of Protocol V States Parties decided to amend the national reporting template and to merge the forms addressing reporting on Articles 7 and 8. Attached is the latest version of the national reporting template in the 6 languages of the United Nations.

Follow up

Pursuant to paragraph 29 of its Final Document, the First Conference decide to request the Informal Meeting of Experts to evaluate the reporting mechanism, including the reporting formats, and to make recommendations, including on the accessibility of the reports and the reporting formats, for consideration by theSecond Conference of the High Contracting Parties to Protocol V.

Guide to National Reporting

Pursuant to paragraph 39 of its Final Document, the Fourth Conference decided, inter alia, to adopt the "Guide to National Reporting under CCW Protocol V", as contained in CCW/P.V/CONF/2009/4/Add.1, dated 26 October 2009, and CCW/P.V/CONF/2009/4/Add.1/Corr.1, dated 4 November 2009, as a document representing a check list of questions to be used as a tool at the discretion of the High Contracting Parties to facilitate the filling-out of the forms of the national reporting under Protocol V by providing the information referred to in paragraphs 24 to 28 of the Final Document of the First Conference of the High Contracting Parties to Protocol V.
