Project 3, Enabling Tools and Activities, will provide various tools and activities which will: enable and support effective national implementation of the BWC, including submission of CBMs; promote wider participation in BWC meetings; and enhance the preparedness, detection and response capabilities of States Parties and the United Nations Secretary-General.

The envisioned results for Project 3 include:

• A guidance brochure for national implementation;

• A revised Guide to Participating in the Confidence-Building Measures of the Biological Weapons Convention, in accordance with decision by the Seventh Review Conference of the BWC;

• A system for electronic submission of CBMs;

• Increased participation by developing countries in the BWC intersessional programme through a sponsorship programme; and

• Increased capacity for the UN Secretary-General’s Mechanism for the investigation of alleged use of biological and toxin weapons through dedicated training for experts on the Roster of the Mechanism.
