Fifth Review Conference



The Fifth CCW Review Conference will take place from 12 to 16 December 2016 in Geneva. It will be presided over by Ambassador Tehmina Janjua of Pakistan. In advance of the Review Conference a Preparatory Committee was held from 31 August to 2 September 2016 in Geneva.

Financial issues: Rule 16 of the Rules of Procedure sets out how the costs of the Review Conference are to be met by the High Contracting Parties participating in the Review Conference, as well as by the observer countries which have also decided to participate. The accreditation or notification of your delegation will be considered as a formal confirmation of your country’s participation in the Review Conference, including in bearing the costs of the Review Conference in accordance with the above rule.

Kindly note that the new administrative system introduced at the United Nations at the request of the Member States does not allow the holding of extra budgetary activities if the necessary funding is not available in advance. In other words, it is no longer the case that States can pay for a conference after it has taken place. The current available funds for the Review Conference show a serious shortfall in funding. In order to go ahead with the Review Conference, the United Nations requires all High Contracting Parties and observer States to pay both their outstanding arrears and estimated costs for 2016 by 10 November 2016.

Information Note

Accreditation: Pursuant to Rule 3 of the Rules of procedure (document CCW/CONF.IV/2) each High Contracting Party participating in the Review Conference must submit credentials issued either by the Head of the State or Government or by the Minister for Foreign Affairs. The credentials must indicate the representatives and the names of alternate representatives and advisers. Please note that in order to prepare the badges for delegates from outside of Geneva to enter the United Nations, the credentials should be received by Friday, 2 December 2016.

State signatories and those States not yet party to the CCW wishing to participate in the Review Conference should send, through their Permanent Missions, a letter or note verbale to the Implementation Support Unit informing of their participation, listing the names and titles of the members of the delegation and clearly indicating the head of delegation. Again, in order to prepare the badges for delegates from outside of Geneva notification of the delegations should be done before Friday, 2 December 2016.
