The Director-General

Protocol & Liaison





Located within the Office of the Director-General of the United Nations Office at Geneva (UNOG), the Protocol and Liaison Service is in charge of:

  • Preparing programmes and coordinating the visits to the United Nations Office at Geneva by heads of State/Government, cabinet ministers and other high-level officials, as well as the programme for their spouses;
  • Facilitating the issuance of VIP passes for heads of State/Government, cabinet ministers and other high-level dignitaries and their spouses, and to the entourages of VIPs;
  • Preparing and coordinating the protocol activities of the Secretary-General, Deputy Secretary-General and the Director-General, including presentations of credentials and bilateral and multilateral meetings; accompanying the Secretary-General and the Director-General on some official foreign travels; and providing protocol coverage of their activities at major international events, as appropriate;
  • Organizing luncheons/dinners/receptions and other social events hosted by the Secretary-General, Deputy Secretary-General and Director-General, as well as those for spouses hosted by their respective spouses;
  • Preparing and coordinating special events and official ceremonies held at the United Nations Office at Geneva, such as admissions of new Member States, flag-raising ceremonies, and others;
  • Preparing for publication comprehensive lists of permanent missions of Member States, permanent observer missions and permanent observer offices accredited to the United Nations Office at Geneva;
  • Authorizing the issuance of United Nations passes for personnel of permanent missions of Member States, permanent observer missions and permanent observer offices accredited to the United Nations Office at Geneva;
  • Providing guidance and advice to permanent missions of Member States, permanent observer missions and permanent observer offices, and other requesting entities on United Nations protocol usage and practice, diplomatic etiquette, order of precedence and the use of the United Nations flag.
