Director-General Participates in Plenary Meeting of Conference on Disarmament

The Director-General, in his capacity as Secretary-General of the Conference on Disarmament and Personal Representative of the United Nations Secretary-General to the Conference, addressed a plenary meeting of the Conference. In his remarks, the Director-General stated that the inability of the Conference to overcome its differences and begin substantive negotiations had created a “serious credibility and legitimacy deficit”. He presented concrete suggestions to move forward; namely steps to reform the activity and structure of the Presidency, the membership of the Conference, its ability to address other issues, and the need for political will to reconcile different priorities. He highlighted that both the procedural and political dimensions need to be addressed in parallel, as they are interlinked and can be mutually reinforcing.
